ELS PTS BlackBox - Tomcat Manager - Suggestions and Corrections

On the first blackbox, I run into a linux box with apache Tomcat but scanning it gives zero result of correct credentials(using msfconsole auxiliary scanner login module for tomcat ). What would be the reason if the default credentials works within the webpages ? IP: 172.16.64.101
